In the second phase, the institutional excellence system in the Ministry of Human Resources and Social Development continued to operate using the Kaizen methodology. Nomination files for the King Abdulaziz Quality Award and the Arab Excellence Award were prepared, and the ministry achieved a five‑star recognition from the European Foundation for Quality Management (EFQM).
