The Electronic Participation project builds and operates a unified interactive platform named Tafa’ul for communication between government entities and beneficiaries. It analyses the current state, designs strategy and system requirements, develops seven releases and activates a bilingual platform. The project integrates data and AI features, produces regular quality reports and connects with national platforms.
A. The Challenge
Government agencies lacked a unified mechanism to capture and respond to public feedback, leading to fragmented communication and limited participation. Existing platforms did not leverage data or AI to recommend topics, analyse sentiment or inform policy decisions, and there was no single portal for monitoring engagement.
B. Our Solution
We conducted gap analysis across ten countries, designed a strategy and roadmap, defined business and technical requirements and built an integrated platform with Arabic and English interfaces. We incorporated AI to recommend participation topics, analyse data from social channels, monitor impact and verify content. The platform was linked to Nassej, Monej and Raqmi, and guidance materials were developed.
C. Key Achievements
The platform delivered 48 periodic reports on participation quality, offered three dashboards for analytics, produced a guidebook and a comprehensive report covering 25 targeted services, and enhanced decision-making through AI-driven recommendations and data integration. It fostered transparent, real-time dialogue between government entities and citizens.
